The invention relates to a device to be installed on closed circuits in which a fluid is circulating, making it possible to draw off or inject where the fitting of permanent valves is forbidden or advised against. The device according to the invention is characterised in that it has a fixed part welded onto the circuits, equipped with a stopper (2) in the normally closed position preventing any drawing-off from or injection into the circuit. It is the removable female part which, once fitted onto the permanently installed male part by virtue of a quick connection system, fulfils the same functions as a valve. The wheel (10) for tightening the female component pushes the stopper (2) of the male component, allowing liquid to pass in one direction or the other. The device according to the invention can be fitted both to new and to old installations and is particularly recommended for permanent fire mains. <IMAGE>
