PURPOSE: To provide a device with high insulation resistance to stand high temperature during a long period by using a binder matrix containing finely powdered SiO2 and water soluble silicate as the filler or the sealant. CONSTITUTION: As the insulating filler or the sealant filled in a housing of a cable sealing device or a branch case, etc., applied a binder matrix polycondensed the fine SiO2 powder from the high temperature melting process or filter powder and a somewhat water soluble silicate. As a result a sealing device or a branch case with the high temperature withstand-ability and the security for a short circuit at very high temperature and the high insulating resistance are obtained. As a silicate, the alkali and/or the ammonium silicate is adopted.
