The device comprises a mandrel (6) and a mechanism capable of gripping and of drawing the web (A) stored around the mandrel (6). The mandrel (6) is dimensioned so that the height (H) measured between the top of the mandrel (6) and the gripping mechanism gives a correct useful filling volume. 3.
