An improved process and means are disclosed for continuously forming tiles that are embossed in register with a printed design. In this process a base layer (10) is formed on a continuously moving support surface (40) and moved by the surface through printing (180), laminating (80) and embossing (110) stages wherein a printed design (12) is applied to the base layer (10), a wear coat (82) is laminated over the design, and the design is embossed. In accordance with the invention, the base layer (10) is adhered to the support surface (40) prior to transfer of the printed design thereto.
