摘要 PURPOSE:To reduce distortion due to quantization at the time of decoding, and to improve the quality of a decoded picture without causing the deterioration of the resolution of an edge part and besides, without increasing the distortion of a flat part in an ADRC encoding system. CONSTITUTION:A peripheral data fetch circuit 26 fetches simultaneously the encoded codes Xi (i= 1 to 8) of 8 picture elements on the periphery of the encoded code X0 of a picture element of interest. A correlation circuit 27 investigates the intensity of correlation between, at least, a horizontal direction and a vertical direction in respect of plural directions. For instance, in respect of the correlation in the horizontal direction, the mean value of the encoded code X1 and the encoded code X3 is determined, and difference from the encoded code X2 is made into an absolute value. A comparison circuit 28 compares the sum of the correlation in the horizontal direction with the sum of the correlation in the vertical direction, and investigates the intensity of the correlation, and in accordance with the result, it generates a weighting value and a weight correction value. A totalization circuit 29 totalizes the weight value of the compared output. A corrected code generation circuit 30 divides the totalized value by the weight correction value of the compared output, and the quatient is supplied to a normalization circuit 31, and is normalized. The output of the normalization circuit 31 is added to the encoded code X0, and added output is decoded by a decoding circuit 34.
