The device exhibits a throttle which is provided with a two-part, water-duct-containing throttle body and with a movable orifice plate (6). One part (43) of the throttle body is fastened in a throttle housing (4), and the other part (53) is fastened in a throttle casing (5) arranged downstream of the throttle housing (4). The throttle casing (5) can be displaced axially with respect to the throttle housing (4) from the outside. The orifice plate (6) is segmented, fastened on the throttle housing (4), inclined downstream with respect to the throttle casing (5), and, in dependence on the position of the throttle casing (5), is displaced between a raised position and a fully abutting position with respect to the upstream end side of the part of the throttle body (53) fastened in the throttle casing (5). <IMAGE>
