Disclosed is a hydrogen producing apparatus for producing hydrogen on an industrial scale through steam reforming reactions and for separating product hydrogen using a hydrogen permeable membrane, comprising nested outer, intermediate and inner cylinders, as well as a combustion burner disposed toward the inside of the inner cylinder, a catalyst layer between the intermediate and inner cylinders, hydrogen-permeable tubes disposed in the catalyst layer, and sweep gas supply tubes. The raw material gas is converted into hydrogen at a high temperature, the produced hydrogen permeates the hydrogen-permeable tube so as to be selectively separated and collected, and the hydrogen having permeated is accompanied by the sweep gas to be conducted out of the apparatus.
