<p>PURPOSE:To provide a noise eliminating device which has the same noise elimination effect as a conventional method in a still part and suppresses the occurrence of a mosaic or a residual image, etc., having generated in the conventional method in a moving picture part by providing a motion detection function to execute the judgement of still/moving every block, and using different noise eliminating filters for the block judged to be 'still' together with the block judged to be 'moving'. CONSTITUTION:This noise eliminating device is characterized by including a recursive type memory 10, a means 2 to divide a difference picture between a present input frame and a past output signal from the frame memory into plural blocks, a means 3 to apply an orthogonal transformation to the block obtained from the dividing means 2, a means 4 to calculate presecribed quantity from the orthogonally transformed components of the difference picture obtained by the means 3 which applies the orthogonal transformation, and detects motion at every block, and to include means 5 to 9 to eliminate a noise component by executing load calculation different from the past output signal obtained from the frame memory with both the block in which the motion is detected and the block in which no motion is detected by the detecting means 4, and eliminating the noise component mixed in the video signal.</p> |
