The apparatus and method anneals a high polymer heater by using a conductive polymer compound. The apparatus includes a cylindrical groove (7) for assembling annealing plate, a cylindrical projections (8) formed on the groove (7) to assemble the annealing plate, an oil pipe (6) for circulating oil, a aannealing plate (1) having the groove (7), the cylindrical projections (8) and oil pipe (6) to anneale a high-polymer heater (2), an outer spacer (4) to wrap the outer side wall of the high polymer heater, and an internal spacer (5) to wrap the cylindrical projection (8).
