PURPOSE:To provide an alarm state controller in which the number of counters can be extremely decreased, circuit capacity can be reduced, and cost can be reduced. CONSTITUTION:This device is equipped with a storage means 10 which houses the number (n) of times of input and a lapse time (t) as data by using an identifier for designating the destination of an alarm cell as an address, number increment circuit 40 which operates the increment of the number (n), clears the time (t) in the data read from the prescribed address, and houses it in the same address, time discriminating circuit 50 which discriminates whether or not the time (t) read from the prescribed address is within a prescribed time T0, time increment circuit 60 which operates the increment of the time (t) and houses it in the same address when the time (t) is within the prescribed time T0, and clear circuit 70 which clears the number (n), and houses it in the same address when the time (t) is over the prescribed time T0.
