The device is used in mechanical engineering, especially in engine construction. It is ecologically clean and economical. It consists of a housing (1) of cylindrical form filled by magnetic liquid (2) to a pre-set level. Magnets (3) are fitted externally to the housing (1) with a possibility for vertical shifting. A shaft (4) with openings, positioned along a helical line, is mounted along the longitudinal axis of the housing (1) and supporting arms (5) with weights (6) in their ends, enveloped in floats (7), are fitted in the holes. Rolling bearing (8) are mounted on each float (7), radially on both its sides. Couples of upper and lower guiding segments (9 & 10) are fitted in the cylindrical housing (1). The device has a start-up mechanism (11) with a synchonizer (12).
