PURPOSE: To obtain products which are reusable as a high-grade binder, such as mixed cement, and are environmentally acceptable by processing products by incineration of mainly inorganic refuse products polluted by heavy metals and/or heavy metal compounds and/or analogues of such products. CONSTITUTION: The entire melt existing in a reactor is powerfully agitated and oxidized by blowing a gas containing oxygen and/or oxygen compounds into the reactor until substantially all of the metals and/or metal compounds existing in the reactor are made into oxide prior to he reduction.
