ENCODING DEVICE FOR PICTURE

PURPOSE:To provide an encoding device for pictures provided with a loop filter capable of surely removing high-frequency components generated by motion compensation. CONSTITUTION:Input signal are sent to a discrete cosine transformation device 1' and a subtracter 8. Then the difference with a predicted value obtained by motional compensation there is found, the output is sent to a quantizer 2 and the output of the quantizer 2 is inputted to a zigzag scanner 9 and the inverse quantizer 3 of a loop fore performing the motional compensation. The output of the inverse quantizer 3 is inputted through an adder 15 to a discrete cosine inverse transformation device 4' and through a frame memory 5 to a motional compensator 6. The input signal before being inputted to the discrete cosine transformation device are also inputted to the motional compensator. The output of he motional compensator is inputted through the discrete cosine transformation device 11 to the loop filter 10 in a coefficient area and the output of the loop filter is outputted as it is towards the subtracter 8 and an adder 15.
