PURPOSE:To eliminate a fear of two pedals being simultaneously stepped on as rapid re-pedalling ability is maintained by providing a regulating member moved in linkage with a brake pedal and bringing a regulating member into a contact operation posture to block advance operation of an HST pedal along with pedaling of a brake pedal. CONSTITUTION:When a brake pedal 9 is stepped on, a regulating member 12 is brought into a contact operation posture to restrain and block advance pedaling operation of a HST pedal 8. Thereby, even when a foot is placed on the front of the HST pedal 8 during the second stage of pedaling operation of the brake pedal 9, an advance running state is not produced and deficiency in a power is prevented from occurring. This structure effects proximity arrangement of the two pedals 8 and 9 to each other. Further, only when the brake pedal 9 is not pedaled, the presence of the regulating member 12 causes advance pedaling of the HST pedal 8.
