PURPOSE:To realize efficient band compression by resolving double signal processes generated in the case of compressing the band of a video software outputted while transforming an image recorded on the film of a movie or the like to the video signal of 2:1 interlace. CONSTITUTION:A video signal making one frame prepared from the image recorded on the film corresponding to one frame is defined as the first video signal, and the video signal of 2:1 interlace is defined as the second video signal. In that case, a discriminating means 2 judges whether an input video signal is the first video signal or the second video signal and corresponding to that discriminated signal, a compressing means 1 to execute band compression is controlled. A control circuit 5 controls an extending means 4 to extend the compressed signal and an interpolation circuit 9 to transform the video signal compressing the first video signal to the video signal of 2:1 interlace by an interpolation processing.
