PURPOSE:To secure the waterproof property, and to increase the adhesive strength of an LAP tape andd the outside peripheral covering by forming an optical fiber core wire in a shape of a tube by packing a waterproof compound, and wrapping its outside periphery by the LAP tape. CONSTITUTION:An LAP unit 4 is obtained by wrapping a tape-shaped optical fiber core wire 1 by a tube-shaped nonwoven cloth 15, pouring a waterproof jelly by a supply device 7, wrapping a formed tube-shaped nonwoven cloth 14 by an LAP tape 2 which has been formed in a shape of a tube by dies 8-12, and covering it with polyethylene by an extruding device 13. Accordingly, the inside air-gap of the unit 4 is packed completely with the jelly and the waverproof property is secured, and the adhesive property of aluminum of the LAP tape and the polyethylene covering can be increased.
