PURPOSE:To bond a first and second paint layers on a base plate and prepare these vulcanization rate easily and properly. CONSTITUTION:A first paint layer 10 containing a first vulcanizing agent is bonded on the metal base plate 1 and a second paint layer 20 containing a second vulcanizing agent is bonded thereon. They are vulcanized so that the vulcanization rate of the first paint layer 10 and the second paint layer 20 may be different mutually. For example, a normal temperature vulcanizing type paint layer and a heat vulcanizing type paint layer are formed and if the former is only vulcanizes at prescribed vulcanizing temperature, such two layers with different vulcanization rates as a vulcanized layer and a non- vulcanized layer are formed.
