PURPOSE:To distribute and load down a communication processing device program and a network constitution table from plural host computers with respect to plural communication processing devices. CONSTITUTION:The states of loading to communication processing devices 21 to 2n of communication processing device programs 31 to 3n and network constitution tables 40 to 4n existing on all host computers 11 to 1m are managed by a loading management table 2 on the preliminarily determined specific host computer 11, and a loading management means 54 on the host computer 11 uses an inter-host communication control means 53 to instruct the loading means 52 on each of host computers 11 to 1m to load the communication processing device program and the network constitution table to a certain specific communication processing device. Thus, the load to one host computer is reduced to perform the quick loading processing.
