This recycled fuel is prepared from waste oil such as waste lubricating oil, animal oil, vegetable oil, waste solvent, cutting oil, tar pitch, and sludge containing waste oil. The method comprises (A) screening waste oil and mixing; and (B) adding 0.1-1.0 % combustion additive. Also the claimed combustion additive (CY-99) composed of magnetic iron oxide, calcium hydroxide and magnesium hydroxide is prepared from magnetic iron oxide, calcium chloride, magnesium chloride, sodium hydroxide, sodium oleinate, and caustic soda. HHV of recycled fuel is 6,000-7,400 Kcal.
