<p>PURPOSE:To know a failure in advance to speed up a countermeasure by analyzing and storing characteristics of a refrigerating machine and associated auxiliary machinery at the time of normal operation and by always comparing new operation data obtained by an operation data collection means with normal data. CONSTITUTION:Cold water 31 in a cold-water tank 1 is sent out to a water-cooling tube 3 by a pump 2 to cool an unshown underground power transmission line and is recovered by a water-cooling tube 4. The cold water 31 raised in temperature is sent out to a chiller 10 by a pump 11, subjected to heat exchange and returned to the cold-water tank 1 and a flow rate is detected by a sensor 16 and a temperature, by sensors 13, 14. At the same time, the outside air temperature is also obtained by a sensor 15. In a refrigerating machine 5, a coolant raised in temperature and vaporized by the chiller 10 is liquefied by compression 6, cooled 7 and returned to the chiller 10 via receiver 8 and expansion valve 9.
