PURPOSE: To immediately and efficiently reconstitute output video images from the received group of a series of compressed and quantized transformation coefficients. CONSTITUTION: This device is further provided with plural special pattern inverse transformation mechanisms. In order to perform a two-dimensional individual cosine transformation processing to a group of transformed coefficients which is judged that it matches a related special pattern by a special pattern test mechanism, one of the special patterns of a zero quantized coefficients and the special patterns of non-zero quantized coefficients are combined in the respective special pattern inverse transformation mechanisms.
