PURPOSE:To obtain the band divided encoding system with an optimum encoding characteristic to reduce the average value of an additive dummy bit and not to generate the difference of quality between sub bands. CONSTITUTION:A number Ri of quantizing bits corresponding to each sub band (i) is corrected by an adaptive bit allocation part 108, which calculates the number Ri of corrected quantizing bits not to be limited by an integer number, and quantizers (110-1-110-m) which can normally execute the correction with the maximum integer bit number smaller than the Ri according to a calculated result and can periodically execute the correction with the minimum integer bit number larger than the Ri once 1/(the decimal part of the Ri) times. |
