摘要 PURPOSE: To charge power in an external battery by utilizing a time zone where less power is consumed and storing the power in a relay battery. CONSTITUTION: A relay battery 103 is charged by a charging device 102 that is connected to an AC power supply 101 via a rectifier 112. Also, power can be charged in a relay battery 103 or can be outputted to an external battery 105-1 via an auxiliary output switch 108 by a DC generator 106. Power is charged at a time zone where less power is consumed, and a periodical fixed time control device 107 for performing charging control is provided between the AC power supply 101 and the charging device 102, and at least one output control device 104 is provided at the outer terminal of the relay battery 103. The output control device 104 has a charging time setting control device 114, an adjustment and switch device 124 of charging voltage and current, a manual or automatic selection switch 134 of an output voltage or a current value, a metering device 144, an output starting device 154, and a detection device 164 of the saturation state and polarity of a battery that is charged.
