PURPOSE:To execute a picture processing being different at every specified area by division-processing picture data into the object area and non-object area with clearness. CONSTITUTION:Picture data of the original picture preserved in a picture memory part 1 is divided into plural picture element blocks by a block dividing part 2 and picture data of the respective picture element blocks are orthogonally converted by an orthogonal conversion part 3. A judging part obtains the absolute value of the interchange component in the orthogonally converted conversion factor, counts it when the absolute value is more than a specified threshold, judges that the block is the object block when the count number becomes more than the specified number and judges that another picture element block is the non-object block so that the picture area is divided. Since picture data is division-processed by a simple method, the picture processing being different at every specified area is executed. |
