PURPOSE:To prevent occurrence of a quantization error causing a slope overload in the DPCM method. CONSTITUTION:A digital picture data is quantized and coded by a DPCM coding circuit 10 by using a digital picture data as a 1st fixed value. A quantization error discrimination circuit 32 discriminates whether or not a quantization error is in existence, and a DPCM coding circuit 20 generates a correction data when any quantization error is in existence. A picture in which deterioration in the picture is suppressed is obtained by adding the correction data to a digital picture data subject to DPCM coding.
