A high Young's modulus material, consisting of carbon steel or alloy steel and containing 5 - 70% by volume of hard particles with a Young's modulus exceeding 24000 kgf/mm<2>. Futhermore, a surface-coated tool member, consisting of the above-described material coated with a hard layer having also a Young's modulus of at least 24000 kgf/mm<2>.
