The controller stops application of alarming voltage transmitting to switching element when the value of detected voltage is lower than a certain level. The controller comprises remote controlling section (60) alarmed by alarming circuit/ element and connected with VRC in a line for setting a target control value; a switching element for setting the target value according to the detected voltage level between two terminals adjusted by VRC when DC voltage is applied to two terminals respectively connected with the resistor and the earth.
