A molding with cutoff performance used as a cutoff plate of synthetic resin and the like which is to be placed at joints of a concrete structure is formed by extrusion-molding a stock material comprising a thermoplastic resin as the matrix, a particulate substance which does not melt at the melting point of said matrix such as crosslinked polyethylene resin or inorganic particles such as sand, and a surfactant using a means for heating and for extrusion molding at the melting point of the matrix resin to provide an embossed surface on both faces of the molding by utilizing the difference in flowability between the matrix and the non-melting particulate substance. Further, a hydrophilic layer of said surfactant is formed on the embossed surfaces, so that concrete would adhere to the embossed surface and become well bonded thereto because of the hydrophilic property of the layer, improving engagement of concrete with the cutoff plate as the cement milk is firmly engaged into the dents of the embossed surface. <IMAGE>
