PURPOSE:To carrying out conversion between variable-length codes and fixed- length codes at a high speed by pairing the code bit number of a variable-length code representing a reference number with an unconverted data number in a circuit and performing the conversion by using a status transition table stored in a memory. CONSTITUTION:A converting means 3 which converts a variable-length code representing the reference number of a dictionary 1 into a fixed length code having a prescribed bit length by using a status transition table 2 on the basis of two kinds of data representing the reference number expressed by an arbitrary bit number and the bit number of the reference number is provided. Namely, the hardware required for the next input and output and conversion of codes is controlled. Therefore, the circuit controlling time required for the conversion can be shortened.
