PURPOSE:To reduce the communication frequency by more than conventional technology and to improve the performance by adding a preread frequency control means and controlling the preread frequency when a request to access a data base satisfies certain conditions or when all data are read out. CONSTITUTION:The preread frequency control means 12 is added. Then when the request to access the data base from a user 10 satisfies the certain conditions or when all the data are read out, a decentralized data base system is controlled, the data repetitive read frequency is controlled, and data which are read repeatedly are stored in a read result storage area. Consequently, the preread frequency is not fixed, so the communication frequency can be decreased more and the performance is improved.
