The mechanism to vary the working point (10) of a cutter to sever a moving substrate (1), such as a paper web or film or metal of plastics or woven fabrics and the like, has at least one razor blade type cutter (8) in a moving holder (13). An adjustable drive system (17) is connected to the cutter holder (13) at one side, and to the fixed frame assembly (5) on the other side. A spring (33), to give a smaller and elastic counter force, gives a constant action against the drive (17). A programmed operating feed works the drive (17).
