A head drum (3) for carrying crude coal (7) is installed on a shaft (2), and a plurality of dish shaped push plates (P1) are installed on the outer circumferential surface of the head drum. A sensing rod (6) is installed above the push plate (P1) so as for the leading end portion (6') of the rod (6) to contact with the top of the push plate (P1). A sensing circuit section (B1) includes: a circuit blocking device (NFB1) for supplying an electric current to a solenoid; a memory circuit (N1); and a rectifier (F1) connected to the sensing rod (6). When the sensing rod (6) contacts with the coal of the plate (P1), if the conductivity of the coal is sufficient, the coal is dumped toward the front, while if the conductivity is not sufficient, the coal is dropped directly.
