<p>PURPOSE:To suppress the deterioration in quality by applying an audible sense weighting calculation to a power of each band output at a band split section, setting a cell abort rate higher from a lower power ratio obtained through normalization so as to compose the cell and sending the cell to an ATM network. CONSTITUTION:A power calculation section 4 calculates the power from each band output of a band split section 1, an audible sense weighting is applied to the power and the power is normalized to calculate a power rate. Then a discrimination section 5 sets a cell abort priority from the power rate normalized by the power calculation section 4. In this case, the priority is set so that the cell abort priority gets higher with respect to the smaller power rate and the cell abort priority gets lower with respect to the larger power rate. Then a cell composition section 3 gives a cell abort priority given from the discrimination section 5 corresponding to each of coded outputs coded by coding sections 21-2n for each frequency band to a cell to compose the cell and it is sent to an ATM network. Thus, the deterioration in quality when cell abort takes place is suppressed.</p> |
