PURPOSE:To facilitate evacuation by disaster by removing one end side in the longitudinal direction of a handrail in the outdoor direction from a balcony body while turning an upper end on the other end side in the outdoor direction as using a lower end as a fulcrum and forming an inclined face by the handrail. CONSTITUTION:When a fire, etc. are generated, the other end sides in the longitudinal direction of bars 11, 12 are pulled out from the state (b) to the state (a), one end sides are drawn out from the position of the state b' to the position of the state a'. When the bar 11 is rotated in the outdoor direction, one end sides are dropped downward while the bar 11 is turned as using the other end side of the bar 12 supported by a vertical guide groove 34B as a fulcrum. When the bar 11 is revolved up to the same height as the bar 12, an engaging chain 41 is stretched under a tensioned state, the other end side is supported under a horizontal state under the state in which one end side under the state in which one end side is tilted downward, and an inclined face is formed.
