Means of friction, in the form of an elastic spring clip (3), are interposed between two rotatable elements, such as a disc (6) which is integral with a control axis and a wheel (2). The spring clip (3) has a part immobilised in rotation on one of the elements (6). This spring clip (3) is applied internally against a peripheral edge (7) of the wheel (2) constituting the other element. Application to devices with wheels, such as timers and programmers. <IMAGE>
