<p>PURPOSE:To attain moving detection with high detection accuracy by providing a moving vector detection means for each small block and a moving parameter detection means outputting a moving parameter as moving information. CONSTITUTION:An input picture 101 and a reference picture 102 are fed to a moving vector detection circuit 11. The moving vector detection circuit 11 detects a moving vector (Vx, Vy) 103 for each picture element and each small block from the input picture 101 and gives it to a moving parameter detection circuit 12. Then the moving parameter detection circuit 12 obtains a moving parameter 104 featuring an affine transformation describing the movement as the entire picture from the moving vector 103 by calculation and outputs the result as moving information. Thus, the movement of the entire picture is more accurately described and the moving vector expanded from the moving parameter is used as a reference value to detect the movement for each small block. Thus, the movement detection with high detection accuracy is realized.</p> |
