The learning control unit 1-1 is composed of an inference member 21, a partial model member 22, a composition member 23, and an inference result evaluation member 24, and the inference result evaluation member 24 calculates the traffic demand in a specific term at a different time band, to output to the inference member 21, and at the same time, produces the combination of control parameters alpha in a specific scope to output to the partial model member 22. As a result, a group management control response inference result responding to the combination of the respective control parameters alpha is evaluated in compliance with the needs of users, the response inference result is displayed through an input/output device to the users, and an optimum control parameter is set by the selection of the users.
