PURPOSE:To obtain the similar effect to the case of plural lines in multi-link by applying multi-link control in combination with a virtual single link via a bypass route when one adjacent exchange station line exists. CONSTITUTION:The bypass route connection from a multi-link control device 21 is a route consisting of device 21 of a caller station 11-virtual single link connection device 23-packet switching device 20-single link connection device 22-2-bypass route line 15. Then the connection follows a route comprising of single link connection device 22-1 of a relay station 13-device 20-device 22-2-line 15-device 22-2 of called station 12-device 20-device 23-device 21. Since the devices 22-1, 23 use the same interface when viewing from the device 21 of the stations 11, 12, the multi-link control is implemented as it two lines were connected between adjacent stations, but actually one of the links is in direct connection and the other is a link via a bypass route. Thus, even when on adjacent exchange station line exists, the similar effect to the multi-link comprising of plural lines is obtained.
