PURPOSE:To attain efficient and economical packet data transfer by providing a retransmission counter monitoring a packet retransmission rate to a sender side and varying the set maximum packet length based on the packet retransmission rate calculated by the retransmission counter. CONSTITUTION:When a packet abort due to congestion of an exchange network 109 or a retransmission processing due to a transmission error takes place, the retransmission processing rate is detected by a retransmission counter 107 in a transmitter 101. If the retransmission exceeds a predetermined setting value continuously for a prescribed time, a control section 105 revises a setting value of a packet length setting section to decrease the packet length used for transmission and reception thereby reducing the transmission information quantity due to retransmission. When the retransmission processing rate is lower than the predetermined setting value continuously for a prescribed time, the packet length used for the transmission and reception is extended to reduce the transmission quantity of various control bits and the transmission information quantity due to the transfer quantity of a response signal sending the excellent reception acknowledge.
