PURPOSE:To improve the efficiency of a software design by inserting an exception processing converted by an exception processing converting part into a position determined by an exception processing position converting part in a normal processing designating part, and designating converted detailed specifications to a a detailed normal processing/exception processing mixture designating part. CONSTITUTION:When specifications of a software whose synthesis is desired are divided into an exception processing designating part 5 and a normal processing designating part 6 and designated, an exception processing position deciding part 1 detects a position in which an exception processing must be executed from in the normal processing designating part 6, with regard to each of the exception processing designated by the exception processing designating part 5. An exception processing converting part 2 converts it to a format being suitable for being inserted into a normal processing, and an exception processing inserting part 3 inserts the converted exception processing into the position determined by the exception processing position deciding part 1, and designates the specifications to a normal processing/ exception processing mixture designating part 7. A specification detailing converting part 4 details the specifications, and outputs them to the detailed normal processing/exception processing mixture designating part. In such a way, the specifications can be designated in a state that they are separated into the normal processing and the exception processing and the efficiency of a software design can be improved.
