PURPOSE:To offer talkie service corresponding to the waiting time of a speech channel and to improve service for a subscriber by predicting a time until a radio speech channel is established at a base station, selecting either plural talkies prepared in advance corresponding to the time, and supplying it to the subscriber. CONSTITUTION:When an off-air call processing is performed by calling the subscriber 12 from a mobile station 11 via the base station 10 and until the radio speech channel is established after off-hooking with the subscriber 12, the time until the radio speech channel is established is predicted at the base station 10, and either the plural talkies prepared at a talkie trunk part 13 in advance is selected corresponding to the time, and it is supplied to the subscriber 12. Therefore, when the congestion of a channel due to a large number of speech, a long talkie is supplied to the subscriber 12, and a short talkie when the line is empty due to the samll number of speech, which enables the content of an appropriate talkie for the waiting time to be supplied to the subscriber.
