PURPOSE:To regulate frictional resistance between the end part of an element gear and a housing and to exchange a washer without removing a worm and an output shaft by a method wherein a washer is mounted around the axis of a journal pin removably inserted in the housing. CONSTITUTION:In a rotationally driven housing 1, arrangement is effected such that a pair of element gears 6 and a work wheel part 6a are geared with with a pair of rotatably arranged works 2 through a journal pin 8 removably inserted in the housing 1 and coupling gear parts 6a of the element gears 6 are engaged with each other. In this case, a washer 10 for regulating frictional resistance between the end part of the element gear 6 and the housing 1 positioned facing the element gear is mounted on the outer periphery of the journal pin 8. This constitution facilitates exchange of the washer 10 without removing the worm 2 and an output shaft, and regulates a distribution ratio of torque transmitted to each worm 2 to a proper value.
