PURPOSE:To eliminate such an inconvenient case where a file transfer request is not carried out for a long time by producing a file transfer executing job the at initialization of a file transfer control job. CONSTITUTION:A job production means 6 produces previously a file transfer executing job 4 at the initialization of a file transfer control job 3. When the job 3 accepts a file transfer request from a user 1, a file transfer request control means 5 checks a file transfer executing job control table 8. Then the file transfer request is registered into a file transfer executing queue 7 if all jobs 4 are executing the transfer of files. Meanwhile the registered head file transfer request is informed to the jobs 4 if a job 4 which is not executing the transfer of a file is detected. Thus it is possible to eliminate such an inconvenient case where a long time is needed for the production of the job 4 and the file transfer request is kept waiting for a long time.
