In order to be able to create a moisture barrier on, for example, wet concrete, where the relative humidity can be up to 100%, a process has been developed which is based on the principle of allowing diffusion of liquid while hardening is proceeding. Use is made of a moisture barrier which consists of a hydrophilic epoxy, preferably a two-component, water-dispersed hydrophilic epoxy, and which exhibits the property of allowing liquid diffusion while hardening is proceeding.
