PURPOSE:To reduce a load on a programmer by automatically judging and forming the open mode of a file based on specification information in which the input/output information and the file information of a program, etc., are defined, generating the program code of a required file open instruction, and embedding it in an instructed position in a source program. CONSTITUTION:A file open mode judging means 5 judges the open mode of the file based on the specification information taken out by a specification reading means 4, and a file open instruction forming means 6 forms a file open instruction. And an output source program synthesizing means 7 embeds the file open instruction in the program code of file open instruction embed instruction information in an input source program detected by an input source program reading means 3, and generates an output source program. Thereby, it is possible to automatically judge and form the file open mode of the file open instruction when the source program is generated, and to simply and accurately perform the generation of the source program.
