PROBLEM TO BE SOLVED: To display inputted picture data having a lower resolution than the resolution of a display panel in a picture display device having a display panel in which a matrix driving is conducted such as a liquid crystal display device or a plasma display. SOLUTION: The device consists of a PLL section 10, which generates clock pulses from inputted horizontal synchronization signals, a control signal generating section 12, which generates control signals from the horizontal synchronization signals, vertical synchronization signals and the clock pulses, an S/H section 16 which samples pixel data by the control signals, a gate driver 18 which is controlled by the control signals, and a data driver 20 which outputs to a liquid crystal panel 22 by the control signals and pixel data. In the driver 20, the pixel data sampled by the section 16 are latched by the control signals from the section 12 and outputted to the panel 22 by the control signals outputted through the section 16.
