PURPOSE:To easily correct user specifications by adding a user specification data base which has the same information as a conventional software specification data base and has such structure that a user easily understands it. CONSTITUTION:A user specification data base 5 has the same information as a software specification data base 2 and is described in such form that it is easily understood by a user 6. Before synthesizing programs, the user 6 corrects the user specification data base 5 and starts a specification converting part 7 to obtain the software specification data base 2. The user specification data base 5 and the software specification data base 2 have hierarchical structures, and functions are allowed to correspond to data in respective hierarchies by the specification converting part 7. Thus, the user can easily change user specifications though he does not know contents of software parts.
