PURPOSE:To charge always with a constant charging rate and to make full- charge possible even if there are factors of various variations by conducting charging after detecting quantity of electricity in charging and discharging. CONSTITUTION:Charging current 1c flows to shunt resistance 4 in the direction of the figure in case of charging, discharging current 1d flows to shunt resistance 5 in the direction of the figure in case of discharging, and a voltage drop occurs, but the direction is the same for the input of a converter circuit 7. Accordingly, voltage proportionate to each current in case of both charging and discharging is inputted with the same polarity to the converter circuit 7. An addition and subtraction 8 calculates an output pulse of the converter circuit 7, but a charging signal outputted from a charger 1 during the charging operation is considered as a subtraction command to make subtraction in case of charging, and in case of discharging, a discharging signal outputted from a load 3 is considered as an addition command to make addition.
