Monosubstituted saturated lower hydrocarbons are oxyhalogenated selectively to saturated dihalohydrocarbons at 180 DEG -350 DEG C. in the presence of a catalyst which is formed by depositing a variable valence metal compound on a zeolitic support in such a manner that the catalyst can be employed to selectively produce ethylene dichloride and ethylene from ethyl chloride.
