PURPOSE:To improve workability and also to effectively utilize rubber material by punching an unvulcanized sheet body to form an unvulcanized network body and thereafter vulcanizing it. CONSTITUTION:An unvulcanized sheet body 6 having prescribed dimension is formed and this sheet body 6 is punched with a punching device 7 to form an unvulcanized network body 8. Therein the unvulcanized sheet body 6 is made of both unvulcanized sheetlike rubber 9 formed by calendering, etc., and sheetlike woven fabric 11 laminated on the face opposite to a tire side of unvulcanized rubber 9. The formed network body 8 is vulcanized and a network sliding-preventive tool main body 1 is formed.
